San Juan County Board of Freeholders:  Elected Member representing Orcas Island The Freeholders were a Board of 21 citizens elected to draft a new form of governance for San Juan County.  Richard chaired the Charter Writing Committee.  Also chaired the Citizens' Outreach and Information Committee that kept citizens involved and current throughout the process.
